ORCA’s member committees are the heart of the organization. This page will open to a list of all committees with each linking to a page stating the mission and the current committee members. ORCA is always looking for new volunteers to join our committees. 

Ad Hoc Bridge

Mission

The Bridge Committee’s mission is to oversee the inspections, design, construction, budgets and consultants for the South Harbor and Sunrise Cay Bridge Projects.

Ad Hoc Construction Management

Mission

The Ad Hoc Construction Management Committee is dedicated to minimizing disruptions caused by construction within the Ocean Reef Community. The committee thoroughly reviews current regulations, recommends enhancements, and oversees construction practices to reduce noise and debris, ensuring minimal impact on members’ daily lives. Suggested improvements are submitted to the ORCA Board of Directors for approval and implementation.

Advisory Council (co-managed by ORC and ORCA)

Mission

The Advisory Council is composed of neighborhood representatives from within the Ocean Reef community, serving as a bridge between residents and the boards of both ORCA and the Club (ORC). Meeting biannually, this committee provides a structured platform for neighborhood voices to be heard. Representatives present requests and concerns gathered from their neighborhood constituents to ensure that the boards are aware of localized needs and issues. In turn, ORC and ORCA evaluate these matters and take appropriate actions to address them, fostering collaboration and accountability within the community.

Appeals

Mission

The Appeals Committee shall meet periodically as requested by ORCA’s Board of Directors and/or to conduct a hearing and determine whether to approve or reject a fine or suspension on a member, member’s tenants, guests and invitees, imposed by ORCA’s Board of Directors. This Committee is intended to and shall constitute the ‘Committee’ as required according to Florida Statute §720.305.

Architectural Review

Mission

To promote a compatible diversity of style and appearance of homes in the Ocean Reef community and to maintain through constant supervision, the established tone and character of the community. The Committee is responsible for making recommendations to the ORCA Board of Directors regarding the Building Regulations and Restrictions and approving building permit applications. The regulations and restrictions are not intended to stifle the imagination or creative desires of property owners, but rather to assure that protective restrictions are in effect, which will maintain the appearance, character, and value of the Ocean Reef Community.

Building and Grounds

Mission

To promote cohesive architectural design features and artful additions that are consistent with style, appearance and culture of the Ocean Reef Community and the Florida Keys Natural Environment.

Communications

Mission

To deliver timely information to ORCA stakeholders that communicates our values, community rules and regulations, activities and accomplishments coordinated through a variety of channels. Stakeholders include homeowners, Ocean Reef Club and ORCA Boards, staff, Ocean Reef contractors, regulators, legislators, and county officials, ORCAT staff, donors and customers. Communication methods include the weekly ORCA News bulletin, emails, letters, ORCA’s website, social media platforms, the annual ORCA Member Handbook, ORCA Phone Directory and The Ocean Reef Press.

Compensation

Mission

The ORCA Compensation Committee Mission is to set the compensation of the President and shall review and approve the President’s proposed compensation for the first tier of executives.

Finance and Audit

Mission

The mission of the ORCA Finance & Audit Committee is to provide budget and financial information to the Board of Directors. The committee or its Chair will review annual budgets, monthly financial statements, the annual audit, banking relationships, and investment policy and will assist the Board of Directors in meeting its fiduciary duties.

FPL and Turkey Point Cooling Canal

Mission

The mission of the Special Committee is to provide oversight and updated information and analyses to the Chair and President of ORCA on the health, safety, political and environmental issues involving FPL Turkey Point CEC.

Human Resources

Mission

The Human Resources Committee is responsible for creating and/or monitoring values-based systems and policies to ensure that the organization follows local, state, and federal laws and certain best practices relating to its employees. The mission of the Committee is to create an attractive environment for current and prospective employees. The Committee serves at the pleasure of the Board, and reports to the President and the Board directly.

Information Systems and Technology

Mission

The IS&T Committee provides advice and guidance regarding the overall ORCA IT strategy and high-level monitoring of the IT activities of ORCA. In addition, the committee makes recommendations to the board regarding significant Information Technology projects.

Legal Bylaws

Mission

The Mission of the L&B Committee is two-fold. First, on a recurring basis the Committee monitors and maintains certain documents of the Association, including Minutes of Board Meetings, Articles of Incorporation and Bylaws, and Official Policies. Second, the Committee constitutes the established entity that is capable of appropriately responding to and thereafter monitoring any legal matter that may arise.

Mission

The mission of the ORCA Nominating committee is to identify qualified and engaged individuals to be presented as candidates to fill open Board of Director positions at the next Annual Meeting for their potential election.

ORCA & NKLUC Vulnerability Adaption (NOVA)

Mission

Evaluate regional climate risks to the infrastructure supporting the Ocean Reef community. Sea level rise projections and king tides will be assessed utilizing NOAA projections consistent with those being used by Monroe County. Infrastructure addressed includes transportation (roadways, bridges, etc), stormwater systems, water supply, critical community buildings, and electrical / communication utilities.

Membership

Mission

The mission of the ORCA Membership Committee is to review and approve/deny ORCA membership to every Ocean Reef property owner applicant in compliance with the ORCA Membership Handbook, federal housing laws, and Florida Sunshine laws.

Public Safety

Mission

To assist the ORCA Board in ensuring Ocean Reef is a healthy, secure, and safe community and to facilitate communications between the Public Safety Department, the ORCA Board, and the Ocean Reef community. The Committee will review security, fire, and EMS status; identify areas needing improvement, review community-related policies, and make recommendations to the Ocean Reef Community Association Board. To the extent practical, the Committee will review internal and external data to help ensure best practices are effectively implemented in the public safety area.

NKLUC/Reverse Osmosis Water

Mission

To promote sustainable and economically efficient irrigation system operation by identifying prudent capital improvement projects and associated financing, assessing system revenue requirements and rate sufficiency, and making policy recommendations to North Key Largo Utility Corporation Board.
